How do you distinguish a mobilization project from a promotion project?
The goal of a mobilization project is to intervene at the level of a local community while a promotion project is at a national or supra-regional scope.

If you want to present a mobilization project, you must submit your project to
Québec en Forme which is mandated for this type of project (www.quebecenforme.org).

If you want to present a promotion project, you must submit your project directly to the Management Corporation of the Fund for the Promotion of a Healthy Lifestyle and it will be evaluated by the relevancy committee (www.saineshabitudesdevie.org).
Can support be requested from QEF in order to implement for example, the healthy eating framework policy in a school?
Québec en Forme supports projects of local communities insofar as they include partners originating from different sectors, such as healthcare, education, municipal, community and other groups working in daycare, youth work, etc. If a local community decides to take comprehensive and integrated actions complementary to existing programs, these initiatives can be supported. On the other hand, it is not Québec en Forme’s role to substitute itself for the work of schools or school boards. Thus, for example, it is not role of Québec en Forme to support the creation of a healthy eating policy in schools.
Can there be different groupings of partners on a same territory, concerning, for example, different clienteles or different interventions?
It is hoped that there can be a single project encompassing all lifestyle issues in a single local or supra-local entity. One of the criteria that will be evaluated is the integrated and complementary nature of the project.
Is it absolutely essential to integrate healthy eating habits and an active lifestyle in a single project?
It is not mandatory to do so right from the beginning however project should demonstrate its intention to integrate both lifestyle issues and several age groups in the coming years. In your application, you must include a factual assessment and an analysis covering all age groups and both lifestyle issues.

Thus, a project that would target a single age group and a single lifestyle issue could not be supported in the medium or long term, because it would go against the desire of the Fund' sponsors to see young people adopt a healthy lifestyle.

On the other hand, it is not mandatory for a project to integrate all lifestyle issues and age groups if it can be shown that they are already taken care of by other partners and that the service offering is satisfactory.
Will projects healthy eating be supported in 2008-2009?
As specified in Québec en Forme’s deployment scenario, in line with healthy eating projects submitted in 2008 will only receive temporary support. This will allow Québec en Forme sufficient time to establish a committee of experts that will determine targets and a framework of intervention for healthy eating, while gaining experience and learning from pilot projects.
Does Québec en Forme support projects from partners who are already mobilized or does it support partners in their mobilization?
The mobilization factor is an essential element for the project to be accepted by Québec en Forme. More specifically, the degree of mobilization is evaluated by the relevancy and quality criteria.

A project that cannot demonstrate and specify a high level of mobilization may not be supported. In this case, the Québec en Forme development officer could advise the partners in the development of their mobilization project based on the expertise that Québec en Forme has acquired in the area. Regional and supralocal partners also have responsibility with regard to the support of local communities in their mobilization project.
How will communities be informed of projects supported by Québec en Forme?
Québec en Forme will publish information concerning projects that are supported on its website. It would also be possible for communities to inform the population of their region of the creation of projects on their territory.
What will be the composition of project evaluation committees?
Each region is responsible to define how and who shall be in charge of the analysis. In certain cases, it will be an already existing committee. In other cases, it will be necessary create the committee.

As Québec en Forme's activity is closely related to the Government action plan to promote a healthy lifestyle, the implication of the main ministerial partners such as healthcare, education, family, agriculture, recreation and sport is obvious. They should be joined by partners from the community sector, associations and important regional bodies such as the CRÉ.

It should kept in mind that the mandate of the committees is to recommend and not to make any decisions. The recommendations must take regional priorities into account and even, in certain cases, consider the regional deployment plan as defined by the main partners of the «Plan d’action gouvernemental de promotion des saines habitudes de vie et des problèmes reliés au poids» (PAG) at the regional level.
